【禁聞】記者朱瑞峰﹕憲法賦予公民監督權

【新唐人2013年10月09日訊】今年9月下旬,在美國「賓夕法尼亞大學」舉辦的「中國的維權訴訟、法律和政改」研討會上,來自中國大陸的多名維權律師、人權學者以及公共知識份子們,熱烈討論了當前中國人民的維權狀況,及法律、司法等現況。對於中共控制輿論,不願走民主道路,與會者紛紛提出個人在中國的親身經歷。下面就來聽聽他們怎麼說。

因曝光重慶市北碚區中共黨委書記雷政富「淫亂」視頻,而在中國成為公眾人物的調查記者朱瑞峰,參加了9月27號在美國「賓夕法尼亞大學」法學院舉辦的研討會。他在會上表示,中共嚴厲控制中國的輿論,他在調查處理中共官員的腐敗、醜聞過程,經常收到匿名恐嚇。

中國公民記者朱瑞峰﹕「因為在我們中國,宣傳報導是有規定的,如果你做了深度的報導,說了真話,那麼,你的稿件可能發不出去。特別是中共宣傳部門有些規定,就是﹕處級上層幹部腐敗問題是不允許做報導的﹔土地問題、拆遷問題……,所以說,這麼多年我們一路走來,走了已經七年了,我們一直在堅持,雖然我們《人民監督網》不斷受到封殺、屏蔽和封鎖,我們一直在戰鬥。」

朱瑞峰,2006年創辦《人民監督網 》,2007年在香港註冊。去年11月,因為揭露中共重慶北碚區委書記雷政富的性醜聞,包括21名重慶市廳級以上高官,而獲得公眾高度關注。

朱瑞峰﹕「在2012年的時候,我們報導了震驚全世界的一個案件,就是重慶北碚區委書記雷政富先生的性愛視頻,這個視頻是一個敲詐團夥對黨政軍這些機關,利用性賄賂的方法,拍下一些視頻,然後獲得一些工程,然後進行一些敲詐勒索的活動。這裡面涉及了20多位官員。」

雷政富「淫亂」視頻公開僅三天,中共當局立即採取行動,將雷政富免職,立案調查,並開除黨籍。雷政富在今年6月因「受賄罪」,被判處13年刑期。

據了解,《人民監督網》成立以來,揭露了中國各地眾多的貪腐大案。因此被黨紀處分、免職、撤職或送進監獄的腐敗官員,包括10多名部級和廳局級高官,另有近百名處級和科級官員多人。

朱瑞峰﹕「可能中國(中共)官方認為我是港、澳、臺記者,但是我在中國國內有時候去採訪的時候,他們會耍流氓,他會告訴你,你是人民日報、中央電視臺(記者),我也不接受你採訪,你拿我沒招﹗那麼,我會依據憲法,拿出我的公民身份證和我的護照,告訴他們,我是中華人民共和國的公民,我依據憲法的規定對你國家機關和工作人員進行監督,不得拒絕。」

「賓州大學」大約有百名師生,參加了這場「中國的維權訴訟、法律和政改」研討會,有學生向朱瑞峰提問﹕記者會不會被利用,成為貪官污吏剪除對手的助力?朱瑞峰回答,記者只是記錄者,反而利用政治對手提供的線索報導真相。

朱瑞峰﹕「在我們中國,普通的人民群眾和記者是不會知道這些線索的,我們唯一獲得的渠道,就是他的政治對手,他們才知道他天天在幹甚麼?犯了甚麼錯誤?幹了甚麼腐敗的事情?或者他的情婦、他的家人。所以說,做為記者,我認為,我們記者就是記錄者,我們就是報導真相,就OK了,我們不做宣傳。」

朱瑞峰強調,做為中國的公民,依法對官員進行監督,是法律賦予的權利,他們的報導絕對公正,因為全中國的人民都在看著。

Reporter Zhu Ruifeng: “The Constitution gives citizens supervision rights."

In late Sept., the University of Pennsylvania held a seminar
regarding litigation rights, legal and political reform in China.
Human rights lawyers, human rights scholars and public
intellectuals from Mainland enthusiastically discussed
the current rights situation, and law, or judicial status
for Chinese citizens, during the seminar.
The participants gave examples from their personal
experience regarding the CCP’s unwillingness to take
the road of democracy and desire to control public opinion.

Let’s see what they say.

On September 27, investigative reporter Zhu Ruifeng,
who became a public figure in China due to his exposure
of Chongqing Beibei District Party Secretary Lei Zhengfu’s
sex tape, also participated in the University
of Pennsylvania Law seminar.

In the meeting, he said the CPC strictly controls China’s
public opinion.
He mentioned that he often received anonymous threats
during the investigating process and handling
of corruption scandals.

Chinese reporter Zhu Ruifeng: “There is a publicity regulation
that doesn’t allow a report to be published in China
if it is telling deep truths.

Especially, some regulations require that reports regarding
corruption in the leading divisions or reports about officials
in important roles can’t be published, and those regarding
land issues and demolition.
Seven years have passed, we still stick to it.

Even though the people’s supervision network continues
to be blocked and shielded, we still struggle."

Zhu Ruifeng launched the website of the people’s supervision
network in 2006 and registered in Hong Kong in 2007.
In November 2012, he received much public attention due
to exposing Chongqing Beibei district Party Secretary
Lei Zhengfu’s sex scandal, which included more than
21 Chongqing officials.

Zhu Ruifeng: “In 2012, we reported on Chongqing Beibei
district Party Secretary Lei Zhengfu’s sex video,
which shocked the whole world.

This video was recorded by an extortion gang during
the process of a sexual bribe.
The group used the video to win bids and run an extortion
racket in the Party, the government and the army offices."

It involves more than 20 officers.

Three days after Lei Zheng Fu sex video’s publication,
the authorities dismissed him from the CCP
and immediately opened an investigation.

Lei Zhengfu was sentenced to 13 years imprisonment
because of bribes in June.

It is said that the people’s supervision network has revealed
many big corruption cases since it’s establishment.
More than 10 ministerial and bureau-level officials,
nearly a hundred division level and section-level officials
were dismissed or sent to jail as the result
of disciplinary action.

Zhu Ruifeng: “Some officials are bullies and tell me,
‘even if you are a reporter of People’s Daily or China Central
Television, we won’t accept your interview.’
They think I am from Hong Kong, Macau or Taiwan.
Then I tell them I am a citizen of the PRC and show
my citizenship card and my passport.
I also tell them that I do supervision on their state office
and staff based on the constitution; and they can’t refuse."

There were about 100 student participants in the seminar
at the University of Pennsylvania.
Students questioned Zhu Ruifeng whether the reporter will
be exploited by the corrupt officials and assist
in getting rid of the opponent.

Zhu Ruifeng said reporters are just recorders who make use
of the clues provided by political opponents to report the truth.

Zhu Ruifeng: “In China, the general public and reporters will
not be able to know these clues.
The only way to know that is to go through
his political opponents.
They will know what he is doing every day, what
wrongdoings and corruption he is involved in.
Also he will know what his mistress or his family does.

So I think the reporter is a recorder there report the truth,
not to publicize."

Zhu Ruifeng stressed Chinese citizens have right to supervise
the officials by law.
Their news is absolutely fair, because all Chinese people
are watching.
