【新唐人2013年09月05日訊】9月3號，原中共鐵道部運輸局局長、副總工程師張曙光被控貪腐案，在北京市二中院公開起訴。他被指控受賄4755萬元，與此前爆出的28億美元相差甚遠。不過，美國媒體近日披露，美國證券交易委員會的反貪污部門，正在對摩根大通曾僱傭張曙光女兒一事展開調查。請看報導。
據北京《新京報》披露的起訴書顯示，現年57歲的張曙光先後利用擔任原鐵道部運輸局裝備部客車處長、裝備部副主任和運輸局長等職位之便，受賄跨度13年共13起，賄款折合人民幣4755萬餘元，其中最高的一筆受賄金額高達人民幣1850萬元。
武漢《中國》雜誌社記者劉逸明：「在中國官場現在幾乎是無官不貪，官越貪你越有錢向上級行賄，這樣你的官升的越快。而且，你越貪上級對你就越放心。」
自由撰稿人劉逸明指出，在中國像張曙光這樣邊貪邊陞官的官員太多了。
2011年2月12號，中共當局突然宣佈劉志軍因「涉嫌嚴重違紀」免職，作為劉志軍的「鐵哥們」的張曙光，15天後也被停職審查。
此後運輸局副局長蘇順虎、客車處處長劉作琪、貨車處處長劉瑞楊等，都先後案發被抓，鐵道部窩案隨之爆發。
在張曙光被停職審查前半個月，香港《明報》就披露，他在美國和瑞士有28億美元的存款。
事實上，張曙光的妻子王興早就定居美國，並被爆出在美國有3處豪宅。早在2002年11月27號，張曙光和王興就以86萬美元的價格，在美國中產階級和高收入階層聚集的沃爾納特市（Walnut）購買了一棟佔地約合2793平方米的別墅。
王興還是一家名為馬剋夫（Micropher）的集便器廠商在中國的獨家代理。在她的幫助下，馬剋夫在2003年前一度是中國鐵路集便器的主導品牌。
目前，張曙光僅僅被指控受賄4755萬元，顯然，這28億美元存款被當局認定是王興開公司所賺的合法收入了。
近年來，類似張曙光貪腐案貪腐金額與此前報導出入極大的不在少數：原鐵道部長劉志軍被傳家族涉案100億，幫助女商人丁羽心就賺了40億，結果劉僅被認定受賄6460萬元﹔山東副省長黃勝被傳涉案金額90億美元，有46套房產、46名情婦，最後認定他僅貪腐1223萬。實際上，黃勝妻子幾乎包攬了德州市的一切市政工程。
旅美中國社會問題研究人士張健：「在中國的任何貪污犯，他們所落馬的問題也不是貪污的問題，包括薄熙來，他在重慶這麼多年殺人、活摘器官等等這樣的罪行，調動軍隊圍捕，進入其他省市，非常惡劣的一個政治事件，卻特別輕描淡寫成一個貪腐的問題。」
美國獨立評論員張健表示，在中國，貪污不是貪官落馬的原因，是因為他們站錯了隊。像在克拉瑪依大火慘案中，當時讓領導先走的那人一直升職，很多殘酷迫害法輪功學員的官員也在升職，這個獨裁體制就是這樣的。
其實，不僅張曙光妻子在美國，女兒張曦曦也在國外。
根據媒體資料，張曦曦2008年從美國斯坦福大學畢業後，同年8月入職摩根大通香港， 2011年8月離職。
不久前，《紐約時報》引述美國政府機密檔與一些公開記錄說，摩根大通在僱用張曦曦後，開始獲得與中國高鐵項目合作的機會。
美國證券交易委員會的反貪污部門對摩根大通僱用中共高幹子弟一事進行調查。
時事評論員任百鳴：「越到高層越對中共沒有信心，因為他們看到的真相比普通老百姓多得多。所以越往下越被中共的一些輿論、假象，各個方面矇蔽的人還很多。」
時事評論員任百鳴指出，越到高層越怕中共倒臺後受到清算，他們對中共崩潰後的準備就越充分，所以催生了「裸官」現象，官二代、紅三代已經紛紛把自己變成美國人。

Chinese Regime Indicts Zhang Shuguang with Minor Crimes
On September 3rd , Zhang Shuguang, the former director and
deputy chief engineer of the Ministry of Railways, was
indicted in Beijing.
He was accused of taking 47.55 million bribes, much less than
the previously reported amount of 2.8 billion.
However, U.S. media recently revealed that the anti-corruption
department of the SEC in the United States is investigating
Zhang’s daughter, who was hired by JP Morgan Chase.
According to Beijing News, the indictment shows that Zhang,
57, served as director and deputy director of various divisions
of the Department of Transportation.
There are 13 charges of bribery over a span of 13 years against
Zhang, the total amount was 47.55 million yuan, of which
the highest bribe was 18.5 million yuan.
Reporter Liu Yiming, from China magazine in Wuhan: “every
official in China takes bribes, so he bribes his superiors and
gets promoted. The more corrupt you are, the more they trust you.”
Freelance writer Liu Yiming said that in China, too
many officials are like Zhang Shuguang, taking bribes
on one hand and getting promoted at the same time.
On February 12th , 2011, Chinese authorities suddenly
dismissed Liu Zhijun, for alleged serious violations.
Zhang Shuguang, Liu Zhijun’s buddy, was also dismissed
15 days later.
Afterwards, many directors in the Department of Transportation
were arrested, such as Su Shunhu, Deputy Secretary of Transport;
Liu Zuoqi, Director of Buses and Liu Ruiyang, Director of
Trucks.
Two weeks before Zhang Shuguang’s dismissal, Hong Kong’s
Ming Pao disclosed that Zhang had 2.8 billion deposits in banks
in the United States and Switzerland.
In fact, Zhang Shuguang’s wife Wang Xing has long settled
in the U.S. with three mansions.
In November 27, 2002, Shuguang Zhang and Wang Xing
bought a villa with 30,000 square feet for $860,000 in
a middle class and high-income area.
Wang Xing was an exclusive agent for Micropher, a toilet
manufacturer.
With her help, Micropher toilets were the leading brand in
China’s railway before 2003.
Currently, Zhang Shuguang was accused of 47.55 million
yuan in briberies and obviously, the 2.8 billion deposits will
be considered by authorities as Wang’s legitimately earned
income.
In recent years, there are many cases similar to Zhang’s bribery,
in which the amount of bribery charged is far less than previously
reported.
For example, for Liu Zhijun, Director of Railways, the amount
charged was only 64 million, vastly less than the10 billion reported.
Liu also helped a business woman, Ding Yu, profit 4 billion yuan.
Vice Governor of Shandong, Huang Sheng’s case involved
9 billion, 46 sets of real estate, and 46 mistresses, but in the
end he was found on corruption for 122 million yuan.
In actuality, Huang Sheng’s wife took almost all of Dezhou’s
municipal engineering projects.
Zhang Jian, Chinese social affairs researcher in the US:
“In China, none of the corrupt officials were caught for
corruption, including Bo Xilai.
Bo ruled Chongqing for many years and his many debauched
deeds of killing people, live organ harvesting, and
dispatching the army to suppress cities in other provinces,
were very serious political crimes .
However, the Chinese regime can doll it up into a simple
corruption issue.
Zhang Jian said that in China, corruption is not a crime,
but associating with the wrong group is.
As in the Karamay fire tragedy, the one that let the leaders
get out first was promoted again and again, and so did the
officials who persecuted Falun Gong practitioners.
This is the true nature of this dictatorship.
In fact, besides Zhang Shuangkuang’s wife, his daughter
Zhang Xixi is also in the United States.
According to the media, Zhang Xixi graduated from
Standford University in 2008 and was recruited by
JP Morgan in Hong Kong in the same year, but she quit
in August 2011.
Recently, the New York Times quoted the U.S. government’s
secret files that showed JP Morgan began to do business with
China’s high-speed rail project after hiring Zhang Xixi.
The anti-corruption unit of the U.S. Securities and Exchange
Commission is going to investigate JP Morgan’s hiring of
children of high ranking officials.
Commentators Ren Baiming: “For Chinese officials, the higher
the rank, the less they trust the Chinese Communist Party(CCP).
Because they have seen the corrupt picture, they will not be
fooled like ordinary people.”
Ren Baiming points out that senior officials are more afraid
of being held liable after the CCP collapses. Therefore, they are
fully prepared.
Now, the scenarios of naked officials with family members
all abroad, the second generation and third generation of
officials are all turning into US citizens.
