【新唐人2013年04月18日訊】中共新任總書記習近平反腐口號打出以後，中國民眾要求官員申報財產的呼聲更高。結果，全國兩會並沒有推出要求官員申報財產的法律。港媒披露，2月底大陸兩百多名官員參加了中紀委全體會議，與會的一位人士透露，會上沒有官員支持推出「申報財產制度」。還有中紀委官員在內部發出警告說，因為很多官員都擁有巨額財產，如果公布財產就會引發民憤和動亂。
施行「官員財產申報」制度一直是大陸民眾關注熱點，而對政府官員隱匿財富的憤怒，民眾已經壓抑了很長一段時間。
香港《南華早報》披露，2月底，中共兩百多位紀委官員參加中紀委會議，但會上沒有官員表示支持「官員財產申報」制度。
沒有公開的內幕還提到，一位中紀委官員在與多名廣東省官員約談後，發現每個官員都擁有驚人財產。這位中紀委官員隨後發出黨內警告，聲稱披露官員財產會引發民憤和社會動盪。中紀委副書記趙洪祝聽取了這位官員的意見後，沒有置評。
另外，不少於三個媒體人還向《南華早報》證實，在這次中紀委會議期間，現任中共中宣部長劉奇葆曾向媒體下達封口令，指官員披露財產一事與媒體沒有關係，媒體不應該再多過問此事。
大陸民主人士恩廣先生：掩蓋是掩蓋不住的，他們就是在搪塞，找藉口，所謂的維護社會穩定，這是他們最中心的一個政治理念。他們所謂的穩定就是不影響他們的執政地位。公布財產他們說不合適，其實他們就是把這個事情無限度的推脫。」
大陸民眾曹先生表示，怕引起民憤只是中共官員為了掩蓋他們貪污腐敗的一種說辭。
大陸民眾曹先生：「他們如果公布出來（財產），老百姓就知道他們貪了老百姓多少，他們吃了多少，貪了多少，現在並不是公布財產能引起老百姓的動亂來，如果公布財產的話這個邪黨就要瓦解了，他們本身就動亂了，他們本身就腐敗，這才是關鍵問題。」
今年3月的全國人大兩會，很多人預期能推出要求「官員申報財產」的新法，但依然無果。上月底，4位中國公民在北京舉牌要求中共七常委公示財產時遭警方拘留。
中國企業經濟觀察家何軍樵表示，中共這個體制是官官相護，形成了一個巨大的利益集團，所以，公布財產很難真正實施下去。
中國企業經濟觀察家何軍樵：「（中共）它掌握了所有的政權，我們怎麼能夠指望政府或者官員去反對它自身呢？政府擁有了無限的權力，它怎麼可能擁有權力來反對自身的權力呢？這是不可能實現的事情。」
2月25號，中紀委書記王岐山在中紀委會議上發表講話。他表示，中共中央正加快起草《反腐敗法》，並將對有親屬在國外的公務員加強監督。
何軍樵：「不可能有成效，就像歷史證明的一樣，只不過是愚弄老百姓的一個幌子。民間有一句話，永遠不要指望自己的刀能夠砍自己的刀臂。我不是說其他國家沒有腐敗，但是沒有哪一個國家，沒有一個民主國家的腐敗會有專制國家腐敗是那麼的嚴重。」
何軍樵指出，體制不改，民主不實現，中共腐敗問題沒有辦法真正得到解決。

Central Discipline Inspection Commission warns of chaos after property report
After Chinese President Xi Jinping announced
anti-corruption slogans,
Chinese officials are increasingly being called
upon to make their bank accounts public.
China’s two national conferences, however, issued
no laws requiring officials to declare their properties.
Hong Kong media disclosed that over 200 officials
participated in the plenary meeting of Central Commission for Discipline and Inspection at the end of February.
One of the participants said at the meeting that no one
supported the launch of a “property report system."
Some officials of the Central Discipline Inspection
Commission warned that
property report will trigger public unrest since many
officials have a huge amount of properties.
Property report has become a public concern of Chinese people,
who have long been angry with officials’hidden wealth.
Hong Kong’s South China Morning Post disclosed that
over two hundred officials attended the meeting of the
CCP Central Commission for Discipline Inspection at the end of February.
But no official at the conference expressed support
for the property declaration system.
An insider also mentioned that an official from the Central
Discipline Inspection Commission talked with many
Guangdong officials, and found them all in possession
of an enormous amount of property.
This official subsequently issued a warning within the CCP,
claiming that property disclosure will lead to public anger and social unrest.
At this warning, Zhao Hongzhu, Deputy Secretary of Central
Discipline Inspection Committee, provided no comment.
In addition, at least three people confirmed to
South China Morning Post that
Liu Qibao, Minister of the Central Propaganda Department,
ordered silence over the property issue at the meeting.
He said that the report of officials’ properties is not
something media should be involved in, and asked media to stop reporting it.
Mainland democratic activist En Guang:"It is useless
to conceal it, although they are trying to find excuses.
The so-called social stability lies at the center of the CCP’s
political philosophy, only to maintain their ruling position.
They call it inappropriate to report their properties.
In fact, they are trying to infinitely postpone this issue."
Mr. Cao from Mainland China said public unrest is only
the CCP’s excuse to cover up their corruption.
Mr. Cao form Mainland China:"If they report
their properties, people will know how greedy they are and how much they have taken from people.
It is not a problem of social unrest, but a problem
of the demise of CCP should it report the officials’properties.
It is CCP that is chaotic and corrupt.
That is the key issue."
At China’s two national conferences in March this year,
many expected the Chinese government to launch new laws
requiring officials to declare their properties, yet only in vain.
Late last month, four Chinese citizens carried placards
in Beijing to call for the seven members of CCP Standing Committee to report their properties to the public.
They were arrested by police for doing this.
A Scholar on Chinese enterprise economy He Junqiao said
the CCP’s political system allows its officials
to cover up for one another.
They have formed tremendous interest groups,
so it is extremely difficult to really implement property report.
He Junqiao, scholar on Chinese enterprise economy:
“When CCP has full control of the government, how can we expect government officials to discipline themselves?
When the government has unlimited power,
how can it use the power against itself?
It is impossible to exercise self-discipline."
On February 25, Secretary of the Central Commission
for Discipline Inspection, Wang Qishan, gave a talk at a meeting.
He said the CCP Central Committee is speeding up
the drafting of anti-corruption laws, and will strengthen supervision of its officials whose relatives live abroad.
He Junqiao:"CCP’s self-supervision is not going
to be effective, just as history has proven.
It is nothing but an excuse to deceive the people.
There is a folk saying that we should never
expect one to cut his arm with his own knife.
I am not saying that other countries have no corruption,
but not a single democratic country has such corruption
as in China under the CCP’s authoritarian rule."
He Junqiao pointed out that without political system reform,
democracy will always be empty talk, and the CCP’s corruption will remain unsolved.
