【新唐人2013年03月23日訊】中共官員經常表面宣揚「愛國」,私下把家人送出國外。目前有香港媒體報導,中共「十八大」前後,一批在美國留學或定居的中共高層領導人的子女,掀起了一股回國「定居潮」。是甚麼原因吹起了這股「回歸風」﹖他們的目地又是甚麼﹖請看分析報導。
香港《明報》22號的報導引述北京消息人士的話透露,去年11月,就在習近平接班前夕,因為考慮到政治、安全等多種因素,他21歲的獨生女兒習明澤,從美國「哈佛大學」退學回國。習明澤是2010年5月赴「哈佛」留學。
與此同時,包括新任中共總理李克強的女兒、新任國家副主席李源潮的兒子、以及兩名新任副總理——汪洋和馬凱的女兒,也紛紛回國定居。其中,李克強的女兒當初從「北京大學」畢業後,去了美國留學,如今重返「北大」工作。至於她目前在「北大」的消息,除個別的學校領導外,只有極少人清楚。
時事評論員文昭指出,這些新上任的中共領導人這樣做的直接目地,是為了避免被政治對手抓住把柄,並以此來鞏固自己的地位。
時事評論員文昭:「就是不想給自己的政治對手以口實,被人譏諷為『裸官』,以顯示這些新上任的領導人對現有政權是堅定的,是願意和現政權的未來同舟共濟的,所以把自己的子女已經在國外的,都要接回到國內去,要跟目前的政權同生共死。」
消息說,這一波領導人子女歸國,不是短期的回國避風頭,而是賣房、賣車,註銷銀行戶口的「連根拔起」行為。
文昭:「現在雖然說賣房子、賣車、(註銷)銀行卡,也許過一段時間以後,他們的地位鞏固了,不再有被對手揪住子女在國外的事情而被攻擊的風險,只要這種政治上鬥爭的需要消失的話,他們這些子女再出國或再重新辦這些事情,都是很容易的。」
據報導,這股「回歸風」已從中央吹向地方,甚至吹到商界,連大陸首富宗慶後都在今年「兩會」上鄭重宣佈,他與妻子、女兒的綠卡都已取消,全家都無外國居留權。
《新唐人》時事評論員馬傑森:「這些人想做點示範,我覺得這個效果是極其有限的,中共現在應該是很難扭轉的。而且隨著國內的空氣、環境、飲食、水各方面,就是生存環境越來越糟,物價越來越高,在這樣的情況下,富人和官二代移居海外應該還是主流。幾個高層官員做的這種像徵性的動作,應該是不起實際意義的。」
不過,目前還有一大批高官子女在美留學。根據香港《蘋果日報》2月9號的報導,包括:重慶前市委書記薄熙來之子薄瓜瓜;全國政協主席賈慶林外孫女李紫丹;前政治局常委、中紀委書記吳官正的孫子Kevin Wu;以及外交部長楊潔篪的女兒楊家樂等,仍停留美國。
而更低級別的中共官員家屬,在海外的人數,則難以完全統計。
網友質問:習、李後代都回來了,這些仍然留美的官員後代要咋辦?
文昭:「所謂『裸官』家屬回國,現在回去的只是中共的主要領導人(子女),因為他們處在政治鬥爭的漩渦,很多雙眼睛都在盯著他們。 但是對於一些外圍的領導人,他的家屬在國外,他不一定有那麼多敵人,也不一定有那麼多潛在的對手,那些人就不一定需要讓自己的子女回國了。」
另外,美國《華爾街日報》報導,「哈佛大學」校長福斯特(Drew Faust)日前表示,來自中國的學生是所有國際學生中人數最多的,而且很多中共領導人及他們的子女,都曾經在哈佛深造。

Children of Senior CCP Officials Return to China
Officials of the Chinese Communist Party
(CCP) often ask people to be “patriotic".
In contradiction, they send their family
members abroad to study or to live.
Recently, Hong Kong media reported that around
the time of the 18th Party Congress, children of
many high ranking officials returned to China to live.
What are the reasons for this?
And what was it’s purpose?
On March 22, Hong Kong’s “Ming Bao"
reported information from sources.
In November 2012, Xi Jinping’s only daughter, Xi Mingze,
dropped out of Harvard University, returning to China.
This decision was taking political,
security and other factors into account.
Xi Mingze went to Harvard to study in May 2010.
This pattern of returning to China also
includes daughter of new Premier Li Keqiang.
It also includes the son of new National Vice Chairman
Li Yuanchao, and the daughters of the two new
Deputy Prime Ministers, Wang Yang and Ma Kai.
Li Keqiang’s daughter, a graduate of Peking
University, was studying in the United States.
She has now returned to work in Peking University.
Only a few people besides her immediate
managers know about her current conditions.
Wen Zhao, a political commentator pointed out that these
political leaders want to consolidate their political power.
Wen Zhao: “They want to make it clear with their
actions that they are not ‘naked officials’.
They want to show their determination of
staying with the regime, no matter what happens.
They make their children come back China from abroad.
They had decided to bundle with current regime.”
Sources said that those returning
offspring are coming back home to live.
They sold their cars, homes, and
closed their overseas bank accounts.
In other words, they are coming home for good.
Wen Zhao: “Although they sold their houses and
cars, after they cease to be a liability to their fathers,
they can go abroad again, which is very easy to arrange.
By then, these officials have consolidated their
positions, and political struggles will no longer exist.”
It has been reported that this “wind of home
returning” has spread from the central
government to the business community.
Zong Qinghou, the richest man in China,
announced during the two sessions that he
and his family had given up their green cards.
Jason Ma, NTD’s political commentator:
“These people wanted to set an example.
I think the effect is extremely limited. The CCP’s
current condition is very difficult to turn around.
Living conditions, such as the air, environment, diet, and
water are getting worse, and prices are getting higher.
Therefore, there is a trend for the second generation
of the rich and the powerful to move and live abroad.
What these few senior officials did is only a
symbolic action, and has very little significance.”
On Feb 9 2013, Hong Kong’s Apple Daily
reported that the children of many high-ranking
officials are studying in the United States.
That includes; Bo Guagua, son of former
Chongqing Party Secretary Bo Xilai;
Li Zidan, granddaughter of Jia Qinglin, Chairman of
the Chinese People’s Political Consultative Conference;
Kevin Wu, grandson of Wu Guanzheng, former secretary
of the Central Commission for Discipline Inspection;
and Yang Jia Lo, daughter of diplomatic Minister
Yang Jiechi. All are still in the United States.
Family members of CCP lower level officials
staying in the U.S. are simply too many to count.
Some internet users asked, “since Xi and Li’s
daughters are back home, what are other
officials’ offspring going to do in the U.S.?”
Wen Zhao: “Currently, family members of ‘naked officials’
returning to China are limited to only the main leaders.
They are in a political whirlpool,
and everyone is watching them.
For officials outside of the inner circle, their family
members residing abroad will be a different story.
They have fewer enemies or potential opponents, so it
is not necessary to make their children come back home.”
The Wall Street Journal in the U.S. recently reported
about the president of “Harvard University".
It was revealed that among all international
students, Chinese students ranked the top.
Besides, many of the CCP leaders and
their children once studied at Harvard.
