【新唐人2013年02月21日訊】《維基解密》內容指出，美國外交電文透露，四川地方政府發佈了一份有關「法輪功」的內部命令，一名地方官員痛批，這樣的命令從最高層往下，在每一級政府進行修改傳達，是行政的巨大浪費，也是中共體制管理不善的一個例子。
由美國駐成都總領事館2009年8月17號發往美國華府的電報顯示，四川地方政府發佈了一份內部命令，要求「鎮壓法輪功十週年」期間，要保持高度警惕。
而被這份密令惹怒的四川地方官員說，「在鄉鎮一級的地方政府，每年要發佈大約二百個這樣的命令！這完全是形式主義和巨大的浪費時間！」。
此外，電文還披露，雖然受到鎮壓，人們依然能聽到「法輪功」的聲音。「法輪功」通過在紙鈔上寫字、廣發傳真、自動錄音電話等方式，向民眾傳達聲音。
值得一提的是，總領事館官員在成都三次收到了手寫「法輪大法好！」字樣的一元人民幣，紙幣還蓋有「退出共產黨！讀《九評》」等字。此外，成都總領事館傳真機，也會定期收到中文的「法輪功廣播傳真」和「三退錄音」，錄音指示「要退黨請按7，要退團請按8」。
時事評論員夏小強表示，在中國，不管是政府官員，還是普通民眾，都對中共迫害「法輪功」表示不滿。
時事評論員夏小強：「特別是一億法輪功學員的和平抗爭，已經使這場迫害難以為繼，迫害的終止已經成為必然。中共因為對中國民眾犯下的罪惡，現在已經走到了歷史舞臺上的盡頭。長期迫害法輪功的惡果已經全面顯現，所以，沒有人能夠繼續維持這場迫害，也沒有人能夠隱瞞法輪功被迫害的真相。」
曾經被非法抓捕5次的大陸法輪功學員常女士表示，當她質問警察為何非法抓捕好人的時候，派出所所長告訴她，是共產黨讓抓的。
大陸法輪功學員常女士：「我知道你們都是好人，但是沒辦法，只要你說煉，那對不起，俺就得抓你。派出所的所長就跟我說，你現在出去殺個人，我指定不抓你，但是你要說你煉法輪功，那對不起，我就得抓你，你也別怨我，是共產黨讓抓的，你去找共產黨去。」
時事評論員史達認為，中央發密令，這樣的做法非常陰毒，因為上層可以逃避自己的責任。
時事評論員史達：「中共那些基層的打手，應該自己要清楚，一定要給自己留下後路。因為，中共上層做壞事，包括迫害法輪功這些事情它不留痕跡，你們這些下層的官員和迫害的直接製造人，是下面最悲慘的打手，最後倒霉的、遭算帳的就是你們。」
中國有句古話，「若想人不知、除非己莫為。」史達指出，中共做的這些壞事一定會得到報應。
史達：「前不久美國在入境文件中要求中國人填寫﹕你是否參與了『摘取人體器官』這樣的活動，這一下也就佐證了剛才說的這一切，美國人對於中共迫害法輪功的做法，其實是相當清楚。包括對活摘人體器官。」
而夏小強呼籲緝拿迫害法輪功元兇。
夏小強：「如果法輪功被迫害的真相不能被公開，中共對法輪功的迫害不能被停止，迫害法輪功的元兇江澤民、周永康等不能被法辦，以至中共的體制不改變，中國社會的所有問題都不可能從根本上得到解決。」
法輪功，是由李洪志先生創編的佛家上乘修煉大法，於1992年5月於中國吉林省傳出，修煉者以同化宇宙最高特性「真、善、忍」為準則，截至2009年底，世界上有110多個國家和地區的民眾修煉法輪功。1999年，中共前黨魁江澤民基於法輪功修煉者眾，超過中共黨員，而發起一場滅絕群體的迫害。至今，這場迫害仍在繼續。

Wkikleaks: Cadre Criticizes Beijing Secret Order of
Persecuting of Falun Gong
Wikileaks revealed that the US cable document said local
council in Sichuan sent a secret order about Falun Gong.
A cadre criticized that the order was passed down to each
level of government, after modification and sent down again.
It is a huge waste and is also an example of the Chinese
Communist Party´s (CCP) poor management.
Cable document was sent to Washington DC from
the US consulate in Chengdu on 17th August 2009.
It contained an order, issued by Sichuan local council.
The order stated, to maintain a high degree of vigilance
during 10th anniversary of persecution on Falun Gong.
A local cadre was angry about the order, he said:
“At the township level of council, every year 200 such orders are issued.
This is completely a formality and a huge waste of time!”
In addition, the document also revealed that, despite the
suppression, people still can hear the voice of Falun Gong.
Falun Gong spread their voice widely via writing messages
on banknotes, faxes and audio recordings.
It is worth mentioning that the US consulate in Chengdu
had received one yuan note three times with “Falun Dafa Hao” written on it.
“Quit the CCP! Read Nine Commentaries” phrases
were also written on the note.
The consulate´s fax machines receive Chinese “Falun Gong
Truth” and “Quit the CCP” audio recordings regularly.
The audio recording guided one “to quit the CCP, press 7,
to quit for league member press 8.”
Xia Xiaoqiang, the Current Affairs Commentator said that
in China, no matter whether it be government officials or civilians,
they are all unhappy with the CCP´s
persecution on Falun Gong.
Xia Xiaoqiang: “100 million Falun Gong practitioners´
peaceful protests have made the persecution unsustainable.
It is inevitable that the persecution will be ended.
The CCP has committed crimes towards Chinese people, it has reached a dead end.
The evil consequences of long-term persecution on
Falun Gong have been fully exposed.
Thus, no one can continue to maintain the persecution,
no one can cover up the truth of persecuting Falun Gong.”
Ms Chang, a Falun Gong practitioner in Mainland China
has been arrested 5 times.
Once, she asked police, why are they
illegally arresting good persons?
The head of police told her that the CCP forced them to do so.
Ms Chang: “I (police) know you are great people,
but we can´t do anything.
If you say yes to practicing, then I am sorry,
I have to arrest you.
The head of police told me, if you kill someone now,
I certainly won´t arrest you.
If you say you practice Falun Gong, I am sorry,
I have to arrest you.
Don´t blame me, police told her, it is the CCP´s order,
you´d better speak to the CCP.”
Shi Da, a Current Affairs Commentator believes the CCP
sent secret orders, their behavior is very insidious.
In this way, the top level can shirk its responsibilities.
Shi Da: “The CCP grassroots thugs should be clear, they
must leave a way to creep out.
Because the CCP top level did irrational things including the
persecution of Falun Gong, they didn´t leave any evidence.
You directly implement the persecution; you are the worse
thugs, the most unlucky thugs, the one who faces punishment are you, yourselves.”
There is an old saying in Chinese,
“If you don´t want anyone to know, don´t do it.”
Shi Da said that the CCP have done these bad things,
and will certainly be punished.
Shi Da: “Not long ago, the US immigration office requests
Chinese people to fill the entry questions (DS-160 form):
Have you ever been directly involved in the coercive
transplantation of human organs?
This proves what I said just now, the US government
is very clear about the CCP´s persecution of Falun Gong.
It includes organ harvesting of Falun Gong practitioners.”
Xia Xiaoqiang urges to arrest the heads of persecution who
issued the orders to persecute Falun Gong practitioners.
Xia Xiaoqiang: “If the truth about the persecution of Falun
Gong can´t be exposed, the CCP´s persecution won´t be ended.
Jiang Zemin and Zhou Yongkang, heads of persecution of
Falun Gong, can´t be brought to justice.
Without changing the CCP´s system, all social conflicts
can´t be fundamentally solved.”
Falun Gong was founded by Mr. Li Hongzhi. It is an
advanced self-cultivation practice of the Budda School.
Falun Gong began being taught in public in
May 1992 in Jilin, China.
Practitioners follow the principle of the highest qualities of
the universe “Truthfulness, Compassion, Forbearance”.
In late 2009, people in more than 110 countries and
regions practice Falun Gong.
In 1999, Jiang Zemin, the former-Party head “feared”
the increasing number of Falun Gong practitioners had exceeded the number CCP members.
Thus Jiang launched a genocide persecution of Falun Gong.
Now, the persecution still continues.
