【新唐人2013年01月24日訊】重慶市人大和政協兩會將在這個星期召開。
據大陸網友在微博傳出,最近可以關注重慶「兩會」前後任免官員的名單,其中有涉性賄賂被偷拍視頻的官員。但為降低對中共所謂「黨的損害程度」,除原重慶北碚區委書記雷政富已被免職之外,其他官員將悄悄被「結束仕途」。而涉案建築商已被批捕立案。
民間反腐人士呼籲中共新領導人,公開處理這些官員。
儘管「引誘-偷拍-捉姦」是個很老套的「仙人跳」,卻有多名重慶官員落到這個陷阱中去。23號,大陸媒體一名調查記者公開長篇報導,指稱有關色誘雷政富等要員的重慶商人已被拘。
最初曝光雷政富和這些官員性醜聞視頻的民間反腐人士朱瑞峰透露,雷政富等人性亂視頻曝光後,重慶警方將所有涉案建築商刑拘,但由於其中一人聘請了北京的律師,警方為防止消息外傳,銷毀了所有最初的筆錄,以「保護」這些官員。
《人民監督網》創辦人朱瑞峰:「一開始他們是真心的來立案,把所有的建築商,像肖燁這些人全部抓起來了,以及他手下的小馬仔全部抓起來了,他們就供認了他們的一些敲詐過程,敲詐政府官員。可能得到了某高層的默許,他們緊急把原來所作的這些詢問筆錄,公安卷,全部進行銷毀,他們說放到碎紙機裡進行了粉碎,以前的那另五位官員(筆錄)全部去掉,他們就是為了保護他們。針對雷政富開房的事情,就把這個事情錄進(新)筆錄了。」
朱瑞峰表示,目前重慶檢察院已經對這些涉案建築商批捕立案,準備移交法院嚴判。這給他進一步的核實調查造成困難。不過,朱瑞峰說,他現在靜觀重慶方面如何處理這些官員,然後考慮下一步是否公布手上其他的視頻。
朱瑞峰還對《新唐人》表示,希望中共領導人公開處理這些腐敗官員,不要偷偷摸摸的把他們免職了。他說,中共的官員把法律看成一張白紙,當他們需要的時候,就拿出法律對人民進行打壓,甚至拿出與憲法相牴觸的勞教制度,對上訪群眾進行抓捕,把他們關進黑監獄,甚至關進精神病院。
朱瑞峰:「等人民群眾給他講法律的時候,貪官污吏就跟你說,我們國家的政治,我們的特色是社會主義國家,等你跟他講政治的時候,他就跟你講國情,等你跟他講國情的時候,這腐敗官員…就跟你耍流氓,等我們的人民群眾一學官員耍流氓的時候,他會拿勞教制度,弄法律直接把你關進監獄,所以說,我們這個國家沒有法制。」
朱瑞峰表示,他是依據憲法,對官員進行監督。他說,自由的美國也要保護新聞自由,所以,他發表雷政富的視頻,並不違反國家的法律。朱瑞峰認為,中國可以學習台灣的民主制度。
朱瑞峰:「雖然我們出現了一些經濟的繁榮,這就是一個假相,我們的經濟繁榮是把我們祖宗積下來的一些礦山挖空,我們的山河全部污染掉,我們喝的水,我們現在在北京叫『北京咳』,我們都在咳嗽,犧牲了環境的代價,挖掉祖宗的財產,然後得到一些繁榮,這些繁榮都是假的,都是假相,所以說,我們不進行民主和自由,不進行法制,我們的國家是一點希望都沒有。」
不過,為甚麼中國的建築商會幹出這種事情?
大陸自由撰稿人劉逸明:「因為在中國的社會是沒有公平、公正可言的,很多時候你想拿到項目,拿到工程,你就得跟官員行賄,當然的話,你在行賄的同時實際上你本身也是在犯罪,所以說,為了跟官員很好的綑綁在一起,就偷拍他們的性愛錄像,這是能夠保證建築商長久利益的很好的方法。」
大陸自由撰稿人劉逸明還表示,中共腐敗的體制再不啟動政治改革,只能土崩瓦解,自食其果。

Sex-Tape Scandals’ Officials Won’t be Punished?
Chongqing’s municipal “Two Meetings”
will be held later this week.
Mainland netizens suggested on their microblogs,
the appointment and removal of officials around the meetings should be a focus of public attention,
especially when it comes to those,
involved in sex tape scandals.
However, it was said this will apply only for Lei Zhengfu,
the dismissed party secretary of Chongqing’s Beibei district.
All the other involved officials will be “secretly” removed
from office to reduce the harm to “the party’s reputation.”
At the same time, the involved contractors have been
arrested and filed for investigation.
Anti-corruption activists thus called on new Chinese
Communist Party (CCP) leaders to publicly punish those corrupt officials.
Although “luring-videotape-catching” is such an old trick
for a badger game, there were still many municipal officials of Chongqing falling into the trap.
A journalist of mainland Chinese media recently released
a long report of the case.
The report revealed that Chongqing contractors who
seduced Lei Zhengfu and other officials had been arrested.
Zhu Ruifeng, the anti-corruption activist who first published
sex tapes of Lei and other officials, spoke on the outcome.
Zhu revealed, all involved contractors had been subjected
to criminal detention after the tapes were exposed.
However, one of them hired a lawyer from Beijing, and
the local police had destroyed all the original writing record.
Both actions were to prevent the news from being leaked,
and to “protect” these officials.
Zhu Ruifeng (Founder, People’s Supervision Network):
”At the beginning they (the police) were serious in investigating the case.
They have arrested all involved contractors such as Xiao Ye
and his henchmen, who then confessed about how they blackmailed the governmental officials.
Probably getting tacit approval from a top-level leader,
police suddenly destroyed all the previous writing record.
They said they had used a paper shredder to eliminate
the records for five other officials.
They just wanted to protect them. Then they started
a new profile record for Lei Zhengfu’s case only.”
Zhu Ruifeng mentioned that currently Chongqing’s
procuratorate had prosecuted the involved contractors and would hand over the case to the court for a strict trial.
More difficulties thus arise for him
to make any further investigation.
Zhu said, now he was waiting to see how
the Chongqing’s government will handle those officials.
He will decide afterwards
whether to release more videotapes.
Zhu also told NTD that he expected the CCP leaders will
publicly punish those corrupt officials instead of removing them from office secretly.
Zhu said, the CCP officials only regard the law
as blank pages.
They use it to suppress the Chinese people if necessary,
and even implement the unconstitutional re-education
through forced labor system to put petitioners
in illegal prisons or even psychiatric hospitals.
Zhu Ruifeng: ”When the Chinese speak of the rule of law,
the corrupt officials will use politics as excuses.
They would say we are featured as a socialist country.
If you speak of politics, they will say how special our national situation is.
If you speak of national situation,
then they will give shameless talks like a hoodlum.
When people finally learn from that, they will turn back
to the legal system and send you into prison or labor camp.
Therefore, there’s no rule of law in this country at all.”
Zhu Ruifeng remarked that he is enforcing his constitutional
rights to monitor the governmental officials.
Zhu said, the freedom of the press is also protected in US,
so it is legal for him to release Lei Zhengfu’s sex tapes.
Zhu also believes China should learn
from Taiwan’s democratic regime.
Zhu Ruifeng: ”Although we have seen some prosperity
in economy, it is simply an illusory achievement.
We accomplished that by hollowing out all the mines
inherited from our ancestors, and polluting all our mountains and rivers.
Now Beijing residents are called, “Beijing coughers”
because we are all coughing due to very poor air quality.
We sacrificed our environment, wasted our forbears’
fortune, and got this false and non-sustainable prosperity.
Thus, without democracy and freedom, without the rule
of law, there is no hope at all for our nation’s future.”
Another aspect of the issue is,
how can Chinese contractors do such things?
Liu Yiming (Chinese freelancer): ”Because there is no
fairness or justice in China.
In many cases you have to bribe the officials to win a project.
Of course by doing that you must have committed crimes.
Therefore to firmly bind to those officials as an interest
group, they chose to record sex tapes of those officials,
which is a very good way to protect
their own long-term benefits.”
Liu Yiming further remarked, if the CCP does not act fast
to reform its corrupt politicians, its regime will inevitably fall apart and pay for all its previous evil doings.
