【禁聞】中國需要甚麼樣的改革﹖

【新唐人2013年01月18日訊】中國大陸近幾年來,有關改革的話題,一再成為輿論的熱點。未來的中國,是走西方民主憲政,或在維持中共一黨專制的前提下,進行改革﹖中共機關刊物《求是》1月16號刊發的專題文章,強調中國需要改革,不是「另起爐灶」,不是「推倒重來」,而是要完善體制機制等,換句話說,就是走具有中國特色的改革,不走西方普世的價值觀。這樣的改革,究竟符合誰的利益﹖中國普羅大眾希望這樣的改革嗎﹖

《求是》的這組文章《改革共識四人談》,是由4篇文章組成,分別由4名作者評論。

首篇文章《我們需要甚麼樣的改革》中,作者將西方普世價值觀的推崇者奚落一番,並且說,「這是在改革定義上的根本性分歧,他們所講的改革與我們所搞的改革完全不是一回事。」

時事評論家藍述表示,這一系列的文章跟中共「十八大」對外的公告,基本上使用同樣的語言,和同樣的一個思維。也就是說,中共要堅持他們所謂的「不改旗易幟」,也不走殭化回頭的路。

時事評論家 藍述:「基本上所謂不走殭化回頭的路,就是不走薄熙來的路;不改旗易幟,就是不走西方憲政的路。這個是中共黨內各個利益集團他們最終達成的一種妥協。也就是,不改變中共的執政地位,只改變中共的執政方式的這麼一種黨內的改革,維持中共一黨專制。」

而在《扣準社會脈搏是凝聚改革共識的重要前提》的文章中,作者說,「當前,之所以凝聚改革共識難度加大,一個重要原因是,人們對我國社會基本情況的分析判斷存在很大差異。前不久有人指出,當前我國經濟社會矛盾幾乎到了爆炸的臨界點,『整個社會猶如火山』,『面臨破裂潰散的危險』。這種觀點引起許多人的關注,在得到一些人追捧的同時,也受到人們的質疑。」

作者認為,民眾在認知上,不應讓網路輿論左右自己對社會矛盾的認識。

時事評論員 邢天行:「我覺得這個還是一個老生常談啦,這麼多年談來談去,就是在中共的體制之內、在中共的一黨領導之下談改革,所謂的其他的那些名詞,甚麽『不照搬』哪,『不推翻重來』啊,就是保持現有的這些他們的利益不被觸動吧。」

所謂《改革共識四人談》的文章中還提出,要抵制所謂西方敵對勢力的網絡滲透;同時,應該繼續堅持鄧小平的「不爭論」思想,和摸著石頭探索的精神,不要裹足於小小的爭論,「先把事情幹起來」等。

文章說,中國發展到現在,確實面臨不少嚴峻的挑戰,前進道路上有很多困難和問題,諸如發展中不平衡、不協調、不可持續問題依然突出,產業結構不合理,城鄉區域發展差距和居民收入分配差距依然較大,社會矛盾明顯增多,反腐敗鬥爭形勢依然嚴峻等。對這些困難和問題,黨和政府是清楚的。

時事評論員邢天行認為,中共既得利益集團是被目前社會發展的形勢,逼到不得不談改革,也就是說,中國當前的社會形勢,對於它的政權來講是不利的,所以他們必須談改革。

邢天行:「但是要怎麼改,這麼多年改來改去的大家也看到了。其實說到底,如果說中共真正的政治體制不改革的話,就是說,它不去推翻它這個政治體制,不結束它一黨獨裁專制體制的話,那麼它談改革,是沒有甚麽任何希望的。」

正如《求是》所謂:中國的改革已經進入深水區。經濟、政治、文化、社會、民生等領域都有大量問題凸顯出來,需要想辦法解決。那麼,中國人還在等待甚麼﹖繼續讓中共當局欺騙﹖或者走出中國人的另一條路來﹖就讓中國13億人自己決定吧!

What Kind of Reform Does China Need?

In recent years, the topic of reform is once again
an issue in public discussion in China.
In future, will China choose the western
democratic constitutional system?
Or will it pretend to reform and keep the
one-party dictatorship of the CCP?
On January 16, the CCP publication Qiushi published a
feature article that emphasized that China needs reform,
This is not to “set up a separate kitchen”,
nor to “reinvent the wheel”.
It needs to perfect the system which means
it needs reform with Chinese characteristics,
and not to take the universal values of
the Western world.
But whose interests will benefit from this kind of reform?
Do the Chinese really want this kind of reform?

The report “Consensus of Four Discussed Reforms”
in Qiushi includes four articles written by four writers.

In the first article “Which Kind of Reform Do We Need?”,

the author laughed at the advocators who support
Western universal values.
It said “this is a fundamental difference from
the definition of reform.
The reform they advocate is totally different from
the reform in which we are engaged.”

Lan Shu, a political commentator said this series
of articles used the same words,
same way of thinking as the CCP’s public announcements
during the 18th Congress.
This also means the CCP persists in its so-called
“Don’t Change the Flag”, we won’t take “the rigid way back”.

Lan Shu: “So basically the so-called do not take the rigid
way back means don’t take the road that Bo Xilai chose.
Don’t change the flag means don’t choose Western
constitutionalism.
This should be a compromise result from which
all struggling parties can benefit.”

In the article “Buckle the Pulse of Society is found the
Important Precondition to Agglomerate Reform Consensus”.
The author said “At present, why is it more difficult to
agglomerate the consensus of reform?
The first important reason is that people’s analysis and
judgment on the basic status of our society is very different.
Few days ago, some people pointed out that the
conflict of our economy in society has almost reached
a critical point of explosion and, ‘the whole of society
is like volcano’, ‘facing rupture and the risk of collapse’.
This point of view attracted much attention.
Some agreed, but some questioned it.

The author thought people should not be so impacted
by information from the Internet.

Xing Tianxing, political commentator: ”I think it’s an old topic.
People have discussed this topic for many years.
It’s a reform under the CCP’s system,
under the one-party dictatorship.
Those sayings like ‘Don’t Copy’, and
‘Don’t overthrow the ‘old only to rebuild it’,
These are words being used to protect
their current benefits.”

The report “Four Discussed Reforms Consensus” said that
people should boycott the so-called hostile Western forces’ penetration by the Internet,
The argument should consist of Deng Xiaoping’s
“don’t argue” mindset and “touch the stone to pass through the river” spirit.
Don’t be blocked by small argument,
“one should try things first”.

The article also said that now, the development of China
is indeed facing many serious challenges.
There are many difficulties in front like unbalanced
development , lack of coordination and unsustainability are outstanding issues.
The industrial structure is irrational; there is a big gap in
the development between urban and rural areas,
The income gap between people is still large,
social conflicts have increased significantly.
The situation in the fight against corruption is still grim.
The party and regime know these issues clearly.

Xing Tianxing, the political commentator thought that
in the current development of social status,
the CCP groups who have vested interests
must talk about reform.
This also means, the current social situation isn’t good for
CCP’s regime, and CCP has to talk about reform.

Xing Tianxing: “But how to reform?
In the past so many years, we saw reforms the CCP did.
Actually, if the political system can’t be changed it means
the CCP can’t reform it’s system, and can’t end it’s one – party dictatorship,
Therefore there’s no hope with its mention of
so called reforms.”

As Qiushi reported: China’s reform has entered
a deep water area.
A large number of problems have cropped up
in the fields of economy, politics, culture, society, people’s livelihood, etc.
These problems should be solved.
Then what are the Chinese waiting for?
Waiting to be continually cheated by the CCP?
Or will they walk down another road?
Let’s leave it to the 1.3billion Chinese choose!
