【新唐人2012年12月29日訊】日本決定設「尖閣部隊」來應對中國公務船，日前，日本媒體宣稱，找到了中共當年承認釣魚島屬於日本的證據，26號，安倍晉三正式就任日本首相，中共國務院總理溫家寶也沒有按照慣例，在日本首相就職當天向安倍發送賀電，似乎中日關係因釣魚島問題進一步緊張。不過，時政評論家認為，中日矛盾不在釣魚島。
《新華社》轉載日本《產經新聞》一篇文章，題為「日本海上保安廳設立尖閣專屬部隊」，文章說，中國公務船在尖閣諸島海域的航行已趨於常態化。侵犯日本領海纍計達到19次，平均每週有一兩次, 建立一支專屬部隊已勢在必行。
另外，日本《時事通信社》報導，中共政府在1950年的外交文書曾使用「尖閣諸島」的名字，並認為「尖閣是沖繩的一部分」。

今年下半年以來，中國大陸保釣行動一再升級，從遊行示威和公務船頻繁進入釣魚島，發展到飛機進入釣魚島領空。這一切同前面50多年來中共對釣魚島的態度完全相反。
《人民日報》曾在53年和58年先後發表社論，釣魚島屬於日本，並且說中共不放棄釣魚島是美國造出的謠言，還拿出周恩來1951年聲明中表明﹕「釣魚島從來沒有脫離過日本」來佐證。
釣魚島依舊是50多年前的釣魚島，為甚麼中日以前沒有因為釣魚島而發生衝突，現在卻如此激烈呢？
時政評論員藍述認為，50多年前中共還屬於比較弱小的極權國家，還不具備對世界和平構成威脅的能力。
時政評論員藍述：「它這個GDP第二的國家，它的政府把大量的財富抓在手裡，它完完全全是為這個政府統治集團的利益服務，它想造甚麼武器，想跟甚麼人開戰，想威脅任何人的安全，都又極少數的人說了算，這個東西是讓所有的國際社會都感到非常不安的一件事情。」
藍述指出，從這些年中共的表現來看，完全站在自由國家的對立面上，在自由社會裏無論國家的GDP是多少，總是藏賦予民，政府並沒有多少錢，而中共卻是政府富有，百姓貧困。
藍述:「因為只要中共這個集權體制不改變一天，他對亞洲、中國周邊國家帶來的威脅越來越大。日本就是自由社會在亞洲的先鋒，它跟北京的衝突只會越來越尖銳，釣魚島問題只是雙方都能拿來在技術層面做文章的一個題目而已。」
大陸外交部發言人華春瑩26號說，中日互為重要近鄰，一個健康穩定的中日關係，符合雙邊和雙邊人民根本利益。華春瑩強調，希望日本為本地區和平與穩定發揮建設性作用。
藍述說，如果中日關係的問題，只是釣魚島及其周圍一點石油、漁業以及海權這些問題的話，早就解決了。
藍述：「中共非常清楚，日本在中國周邊國家的影響力是非常大的，所以它非常想拉東京，這個利益，只要它出的起，它都是願意把它擺在桌面上來講的，但是雙方在自由與集權價值上的根本對立，決定了中共和日本之間永遠不可調和的矛盾。」
安倍晉三在當選前發表競選政見時表示，當選後，要對中共採取更強硬的政策。

Experts Commented: Sino-Japanese Conflict Isn’t
About Diaoyu Islands
Japan decided to launch Senkaku forces as
a response to China’s official vessels.
Recently, Japanese media claimed that documents
have been found from many years ago showing
the Chinese Communist Party(CCP) said
Diaoyu (Senkaku) Islands belong to Japan.
On Dec.26th Shinzo Abe took office as Prime Minister.
The CCP premier Wen Jiabao didn’t follow the traditional
manner of sending greetings to him.
It seems that Sino-Japanese relations are intense since
the Diaoyu Islands dispute.
However, the Current Affairs Commentators believe that
Sino-Japanese dispute isn’t about Diaoyu Islands.
Xinhua News Agency circulated an article from Japanese
Sankei Shimbun newspaper.
It was called “The Japan Coast Guard to Set Up Senkaku
Exclusive Force.”
The article said that Chinese official ships sailing at
Senkaku water has become daily jobs.
Chinese vessels violated Japanese territorial waters 19 times.
It happened once or twice a week,
so it became necessary to build a dedicated force.
Japan’s Jiji Press reported that, in 1950, the CCP Foreign
Ministry’s document used name of Senkaku Islands, and indicated Senkaku was part of Okinawa.
On Dec.26th Shinzo Abe officially became Japanese
Prime Minister.
Media in mainland China reported, Wei Jiabao didn’t follow
traditional way to send greetings to Shinzo Abe on the day.
In the last 6 months, China’s protection of Diaoyu Islands
campaigns increasingly intensified.
Mass parades and official vessels frequently entered the Islands,
until lately, Chinese aircraft flew over Diaoyu Islands territory.
All these actions were completely opposite to
the CCP’s attitude 50 years ago.
People’s Daily published editorial articles in 1953 and 1958,
which said Diaoyu Islands were Japan’s.
In addition, it said that it was America’s rumors saying China
hasn』t given up Diaoyu Islands’ Sovereignty.
At the time, the articles quoted premier Zhou Anlai’s statement
made in 1951: “Diaoyu Islands has never separated from Japan.”
Diaoyu Islands was the same as 50 years ago, why didn’t any
dispute occur between the two sides before, but happening now?
Lan Shu, Current Affairs Commentator believes 50 years ago,
the CCP regime is weak, with no ability to threaten world peace.
Lan Shu: “China is the world’s 2nd largest GDP country, the
CCP took a lot of assets and is serving its own interests.
What weapons to make, whom to fight with, whose safety to
threatened, it is all decided by small numbers of people.
So, it makes the world’s entire society feel unsafe.”
Lan Shu pointed out that, from CCP’s behavior in the past
we can see, it is completely against democratic countries.
In democratic countries, GDP belongs to people while
the government doesn’t own much money.
Yet the CCP government is rich, civilians are poor.
Lan Shu: “Without changing the CCP’s totalitarian nature,
the treat to Asia and it’s neighboring countries is growing.
Japan is the pioneer of democratic society,
their conflict will be increasingly intensified.
Diaoyu Islands dispute is only used by both sides
to show the surface technical aspects.”
On Dec. 26th, Hua Chunying, the foreign spokesperson said,
Japan and China are important neighbors to each other.
Healthy stable Sino-Japanese relations are good for
both countries people’s interests.
Hua emphasized that he hoped Japan played
a constructive role for it’s regional peace and stability.
Lan Shu said that, if Sino-Japanese problems are only
about Diaoyu Islands, oil, fishing business and sovereignty, the problem will be solved earlier.
Lan Shu: “The CCP is very clear that Japan has strong
influences to China’s neighboring countries.
So the CCP attempts to be close to Japan and giving up
its interests as long as it can afford.
The CCP would happy to talk about it openly.
But both are fundamentally opposite on democracy and
dictatorship centralization value.
It decides that Sino-Japanese conflicts will never be settled.
Shinzo Abe had remarked before the election that if he was
elected he would take a tougher policy towards the CCP.
