【新唐人2012年12月12日訊】正在廣東考察工作的中共新任總書記習近平，12月9號，在廣州主持召開經濟工作座談會上強調：「不迴避矛盾，不掩蓋問題」。而旅居海外的中國經濟學家指出，日前，被打掉的腐敗官員，都是小蒼蠅或者小老虎，習近平如果真正想要反腐，建議從江澤民家族開始。
9號，在廣州座談會上，習近平就當前的經濟形勢指出，面對錯綜複雜、快速變化的形勢，要保持清醒頭腦，要看到國際和國內各種不利因素的長期性、複雜性、曲折性，不迴避矛盾，不掩蓋問題，從壞處準備，爭取最好的結果，牢牢把握主動權。
習近平新官上任，加大了「反腐倡廉」的動作，重慶北碚區委書記雷政富，5年前的淫亂視頻曝光後，60多個小時就被免去書記一職並被立案調查；廣東廳官給二奶寫承諾書，曝光後迅速被調查；此外，廣東省財政廳原副廳長危金峰、國土資源廳副廳長呂英明、英德市副市長、公安局局長鄭北泉、和揭陽市委書記陳弘平等四位高官，因涉貪相繼落馬。
夏業良：「只不過說，他現在想做一點樣子給大家看，就是反腐，打一些腐敗官員 ，但這種反腐是有選擇性的，一般是打小蒼蠅或者小老虎，不會打大老虎，而且是選擇那些異己力量來開刀，他要真想反腐的話，我就給他一個激將法吧，他能夠從江澤民開始嗎？從江澤民家族、李鵬家族開刀，這才是真正的打腐敗。」
對於習近平所指的「不迴避矛盾，不掩蓋問題」，旅美中國經濟學家夏業良分析說，在維護共產黨一黨專制的前提下，如果在經濟增長方面，或者在社會問題上，有甚麼需要解決的矛盾，習近平希望能夠做一些事情，恢復老百姓對共產黨的信心。但是，夏業良說，這並不代表可以開放討論任何問題。
旅美中國經濟學家夏業良：「比如說如果提出憲政民主和法制，比如說要結束一黨專制，實現多黨輪流執政，往民主選舉的話，那他就不是一種開放的態度了，因為在這之前，從十八大報告，到他在幾次地方的談話，都可以看出，實際上他是有一個限制的範圍的。」
此外，針對大家提出的關於做好經濟工作的建議，習近平強調，加快推進經濟結構戰略性調整是大勢所趨，已經刻不容緩了。
時事評論員林子旭指出，關鍵點在於要怎麼調整？政治與經濟結構往往是交融在一起的，沒有政治體制的改變作為原動力和基礎，所謂的經濟結構調整也都是空談。
時事評論員林子旭：「習近平上位以來，動作頻頻，我們不排除他有刷新吏治、除舊布新，這樣的政治抱負的可能性，但是，從目前習近平的一系列動作來看，他依然還只停留在……在中共黨內解決問題的狀態上面，這樣做的話一切都是無解的。現在明眼人都知道，只要中共存在，中國的諸多問題就沒有辦法解決。」
此外，習近平的首度出巡就選擇深圳，並模仿鄧小平所謂「改革開放」的行為，被外界解讀為：「釋放繼續經濟改革的信號」，以幫助中共渡過目前的巨大危機。不過分析指出，與自由文明社會完全脫軌的中共體制下，才會出現用領導人的一次巡訪，來決定國家未來發展方向道路這樣的荒唐事。
夏業良表示，不解決中國根本性的問題和矛盾，光解決表面的一些東西，是沒有用的。他強調說，中國根本性的問題，就是一黨專制制度。共產黨控制了一切權力資源，導致腐敗官員等，各種利益群體刮分中國，目前中共真正的大問題，是要解決根本性的制度變革問題。
