【新唐人2012年11月12日訊】中共總書記胡錦濤在十八大開幕發表報告後，中央政治局九常委中的另外八人，都在當天下午出席了地方代表團的討論活動。相關的新聞稿本來都是由官方在當天發出，不過，唯獨現任總理溫家寶下團參加討論的新聞，被延遲一天後才發佈。這其中是否藏有玄機呢？讓我們一起來聽聽學者的分析。
11月8號上午，胡錦濤在十八大開幕上，發表了被外界認為是在政治體制改革上「沒戲」，或者「開倒車」的報告後，當天下午並沒有再出現。而另外八名政治局常委都下到地方各代表團進行討論。
其中，習近平去了上海團，李克強去了山東團，賀國強去了福建團，而溫家寶則去了天津團。
中共喉舌《新華社》在8號當天，就發佈了這些政治局常委參加地方代表團討論的消息。不過不知道是有心還是無意，溫家寶在天津團討論的消息，並沒有出現在8號的報導中。直到第二天，《新華社》才把溫家寶和胡錦濤9號到江蘇團討論的消息綜合在一起，對外公布。
《世界新聞網》認為，溫家寶的活動被延遲一天才報導有三種可能性。
一種可能是技術上的失誤，遺漏這篇稿件﹔另一種可能是政治上的安排，特意把溫家寶的講話和胡錦濤的放在一起，來體現胡溫兩人的地位與別人不同﹔再有一種可能則是溫家寶的討論講話涉及敏感內容，需要經過審查決定能否發出。
據大陸媒體報導，溫家寶在出席自己所屬的天津代表團討論中提到，今後五年或者更長時間內，有三件事情重大而迫切：包括增加城鄉收入，解決收入分配不公﹔把反腐敗放在更重要的位置和加強推動黨和國家領導制度的改革。
時事評論員林和立對《法國國際廣播電臺》表示，作為常委的溫家寶，在十八大正式會議中的發言不能不報導，但可能是主管宣傳的常委李長春，或是盛傳將會成為常委的劉雲山不高興，所以扣留了一天才發出。
美國「中國和平同盟」主席、「民主大學」校長唐伯橋則認為，猜測溫家寶講話被延遲報導的原因已經沒有實質意義，因為十八大的報告明確了中共要「一條路走到黑」的決心。他說，這個利益集團已經達成一個共識，就是堅決不走民主制度的所謂「邪路」。
「中國和平同盟主席」唐伯橋：「他們就是向全世界發一個戰書，就是你們要民主自由，我們堅決不給你們。所以現在整個國際輿論的評價，國內老百姓一邊倒的就對共產黨不抱任何的希望。當然（溫家寶）他個人可能有些情緒啊，或者說他個人有些觀點不是很認同，這個是有的。但是現在說白了已經無所謂了。」
溫家寶有關「推進黨和國家領導制度改革」的說法，並沒有出現在胡錦濤的十八大政治報告中。不過他所提到的反腐敗問題，胡錦濤在報告中也承認，腐敗可能導致亡黨亡國。
《北京之春》雜誌主編，時事評論家胡平指出，中共提出的反腐是一個無解的命題。
《北京之春》雜誌主編胡平：「有的網友就說的很好，就根據十八大他們的講話歸結成三句話。第一，必須徹底反腐敗﹔第二，腐敗是個制度問題﹔第三，制度是堅決不能改。這不是廢話嗎？他歸納的很有意思嘛！」
唐伯橋也表示，中共政權在沒有被逼上必須向人民低頭的絕路時，不可能拿自己開刀，而進行實質意義上的反腐。

After the report giving by Chinese Communist Party (CCP)
General Secretary Hu Jintao on the opening of 18th Party congress,
the other Standing Committee members attended
the activities of the local delegation of the discussions.
Normally, a related press release by the official would be
on the same day.
However, news of Prime Minister Wen Jiabao’s participation
was delayed until the 2nd day.
What’s behind it? Let us see analysis of the scholars.
On Nov. 8th, the opening of 18th Party congress, the report
published by Hu Jintao has created speculation about reform
of the political system “the game", or “back the clock".
He did not show up after his report.
And eight other Politburo Standing Committee members
attended activities of the local delegation of the discussions.
Xi Jinping went to the Shanghai group,
Li Keqiang went to Shandong group,
He Guoqiang went to Fujian group,
while Premier Wen Jiabao went to the Tianjin delegation.
The CCP mouthpiece Xinhua News released details of the
activities of these Politburo Standing Committee members one by one on the same day.
But somehow, they excluded Wen Jiabao’s visit to
the Tianjin group discussion.
The next day, Xinhua News announced the combined details
of Wen Jiabao’s speech on 8th and President Hu Jintao on 9th .
“World Journal" says that there are three possible reasons
for delaying the news of Wen’s activities.
First are technical errors, omissions of this manuscript;
Second is the political purpose that deliberately put Wen
Jiabao’s speech together with Hu Jintao, to reflect the status of Hu and Wen are different from others;
Third is Wen Jiabao’s speech touches on sensitive content,
and needed screening before release.
According to Mainland China media reports, Wen mentioned
in the discussion of the Tianjin delegation that
for the next five or more years,
three things are important and urgent:
1) To increase the income of urban and rural areas,
and address unfair income distribution;
2) To put anti-corruption in a more important position;
3) To strengthened and promote the reform of
the party and state leadership system.
Political commentator Willy Lam told “Radio France
Internationale" that as a member of Standing Committee,
Premier Wen Jiabao’s speech on 18th Party congress
has to be reported;
However, there was a possibility of generating unhappiness
from both Li Changchun who is in charge of propaganda and
Liu Yunshan who is rumored to become the Standing
Committee, so the news was detained by a day.
Tang Baiqiao, the President of “China’s peaceful alliance",
Democracy University Chancellor thinks
there is no main point for guessing the delaying of
reporting of Wen Jiabao’s speech;
The 18th Party congress major report clearly determined
that Chinese Communist Party will keep it’s evil nature.
He said, this vested interest group has reached a consensus,
no path of a democratic system of the so-called “bad ways".
Tang Baiqiao: “They (CCP) are sending a message of challenge
to the whole world that you want democracy and freedom, we just don’t give it to you.
So, the entire international public opinion and the Chinese
people are one-sided in giving no hope to the Communist Party;
Of course, (Wen Jiabao) he personally may have some emotions,
or he disagrees with that. But this no longer matters."
Wen Jiabao saying “promote the reform of the party and
state leadership system”, does not appear in Hu’s report.
However, in Hu’s report Wen’s anti-corruption issue,
confessed that corruption may lead to ruin of the party.
“Beijing Spring" magazine editor, Hu Ping pointed out that
the CCP’s anti-corruption is a proposition of no solution.
Hu Ping: “Some netizens have good points, and they
summarized the 18th Party congress into three sentences:
1st: we must be thoroughly anti-corruption;
2nd: the corruption is problem of system;
3rd: the system is firmly can not be changed.
Isn’t it a nonsense?
Netizen’s summarizing is very interesting! “
Tang Baiqiao said that if the Chinese Communist regime is
not cornered and must bow to the people,
it is not possible to take his own surgery,
and carry out anti-corruption on the real meaning.
