【新唐人2012年10月25日訊】中共當局一份要求「在全國推行迫害法輪功宣傳教育」的機密文件，近期被本臺獨家獲得。文件提供了證據，證實中共政權長期「迫害法輪功」，並且對民眾實施謊言教育。文件中針對重點對像進行洗腦，其中包括領導幹部、公務員、青少年、農村、城市居民、企事業單位管理人員等。
這份機密文件是在今年的4月21號成文，文號為「辦發【2012】5號」，由國務院所謂「防範和處理×教問題辦公室」、以及司法部「全國普及法律常識辦公室」聯合行文，並下發各省、自治區、和直轄市的所謂「610辦公室」以及工、法、宣等各直屬機構。
文件要求在2011年至2015年期間，也就是所謂的第六個五年規劃——「六五」期間，統一按照中共「610」和政法委的要求，在全中國推行「迫害法輪功的宣傳教育」。
文件還給出路線圖，就是在：「 2012年，重點對領導幹部和公務員進行宣傳教育；2013年，重點對青少年進行宣傳教育；2014年，重點對農村、城市居民進行宣傳教育；2015年，重點對企事業單位管理人員進行宣傳教育。」
文件除了「針對不同人群、採取不同的洗腦宣傳」方式之外，還硬性要求，把「迫害法輪功」納入領導幹部的「政績考核」和「獎懲」體系，並要求各地「610辦公室」每年年底前，向中央上報開展所謂「六五」普法工作的情況。
原《河北人民廣播電臺》編輯朱欣欣接受《新唐人》採訪時表示，早在80年代當時，大陸新聞界已經流傳一句話，就是「中國的媒體宣傳甚麼，缺甚麼！」朱欣欣認為，這份「在全中國推行迫害法輪功的宣傳教育」機密文件，反面證明了幾點：
原《河北人民廣播電臺》編輯朱欣欣：「對官方的宣傳，沒有多少人相信他們，所以說，他們要強化這種洗腦、強化這種毒化的教育，從這方面能看出來，人們的覺悟在提高，另外一方面，也證明甚麼呢﹖證明他們(中共)整個意識形態宣傳的破產和危機，再加上甚麼呢﹖制度、整個社會，不利於他們的情況下，他們更要強化這種精神的洗腦！」
那麼，從法律的層面來看，由國家機器來干涉公民的信仰，究竟是誰在犯法﹖
北京人權律師唐吉田表示，公權力進入公民的私人精神生活領域，不具有合法性。但是，中共只允許宣傳「馬列毛思想」，他說，中國大陸人民沒有思想上的自由。
北京人權律師唐吉田：「它(中共)對人權也好，或者公民相關的私人領域，實際上，它也沒有甚麼章法，就一切以服從於它的執政地位，或者是，它統治的穩定性出發…就是為了維繫、支撐它運作的『國教』的特殊地位，這個『國教』也就是『馬列毛』那一套。」
在中國大陸執教的李老師認為，中共當局透過各種方式給民眾「洗腦」，「以黨的是非為是非」，永遠都只聽到它在控訴某個群體，卻聽不見那個群體的聲音。
大陸教師李老師：「好像永遠都只有一種權威的聲音，說這個是好人，我們就說是好人，說是壞人，我們就給他吐口水、給他踩上一腳… ，那等到有一天，真相暴露了、曝光了，說冤枉了，那我們說，對，是搞錯了，那永遠是被操縱的，是吧！」
唐吉田律師表示，中國大陸民眾應該認清「信仰自由」是不可被剝奪的天賦人權。人民可以採取不合作的態度，不配合中共的宣傳。同時，他鼓勵那些受到中共侵害的民眾，透過各種管道，包括向法院、互聯網或媒體，提出自己合法的權利，並讓世人了解中共正在進行的惡行。

Document to Persecute Falun Gong
Recently, a confidential document, written by the CCP to
implement propaganda education to persecute Falun Gong in China, has been obtained by NTD TV.
It proves the CCP’s persecution of Falun Gong
over the past years and using lies to educate public.
The document stresses the major tasks are to brainwash people,
including cadres, civil servants, the young and managers.
It requests to re-educate those who live in rural
as well as urban areas and managers of the companies.
This document with series number 2012-5 was issued
on April 22nd.
It was jointly written by the so-called “Prevention and
treatment of heretical religions Office",
under the State Council and “National Education
on Legal Knowledge Office", under the Ministry of Justice.
It is copied to 610 Offices over China and related offices.
The document requests that from 2011 to 2015, implement
the order by 610 office and Political Legislative Affairs Committee.
Which is to use propaganda education to persecute Falun Gong
all over China.
The document said that in 2012, the task is to
carry out orders on cadres and civil servants;
in 2013, the task is to educate young people;
in 2014, the task is to implement the education
in rural and city area;
in 2015, the task is to educate companies’ managers.
The document indicated targeting different people
using different methods.
It also measures the cadres’achievement by the weight of
persecuting Falun Gong.
The document requests that the 610 office makes annual
reports to the central government.
Zhu Xinxin, former editor of Hebei People’s Radio told
NTD TV that in 1980s, there is a saying in media field,
that whatever China media promote, we don’t have.
Zhu believes that the document can prove many aspects.
Zhu Xinxin: “Only few people trust what the official
propaganda says.
They use brainwashing education, from this point of view,
people are awakening;
in another point, what can be proved? the CCP’s corrupt
and in crisis, what else?
System, the whole society, when it doesn’t support them,
they are even intensifying this brainwashing method."
From a legal perspective, using the state power to
intervene in human rights, who has broken the law?
Tang Jitian, Beijing human rights lawyer said that coercive
power of the government interferes with personal life.
It doesn’t follow the law.
However, the CCP only allows the promotion of Marxism,
Leninism and Mao.
People in mainland China don’t have freedom of belief.
Tang Jitian: “Whatever they (CCP) called human rights or
private business, actually, they didn’t have any rules.
Everything they do is to serve their own power or “stability".
It is to maintain its nationwide education, to support its
special position.
The nationwide education refers to Marxism, Leninism
and Maoism."
Teacher Li in mainland China believes that
the CCP Brainwashes people by all means.
Judging by the CCP’s judgment, they can only hear
CCP’s accusation of vulnerable group, but can’t hear vulnerable group’s voice.
Teacher Li:"It seems always having only the CCP’s voice,
If it said this person is good, then we say he is good;
if it said this person is bad, then we spit or step on him.
One day, when the truth is revealed,
we』ll say, yes it’s a mistake.
So it is always being manipulated, right?”
Lawyer Tang said that people in mainland China should make it
clear that freedom of belief passed by heaven can’t be removed.
People can refuse to cooperate, not to follow CCP’s propaganda.
Meanwhile, people who have been persecuted can use
all channels including Court, internet, or media,
raising your own legal rights,
to let people know more about CCP’s evil crimes.
