【新唐人2012年10月24日訊】中共「十八大」前夕,中共軍方最高領導層繼續調整,胡錦濤的人馬接班上位。外界指出,胡錦濤提拔的軍方人士能在十八大前先接班,顯示出他掌控了局面,江派勢力繼續衰弱。由此,胡留任中央軍委主席的可能性也大大增加。下面請看報導。
中共軍方高級將領開始調整:原副總參謀長馬曉天擔任空軍司令員;原中央軍委辦公廳主任王冠中升任副總參謀長;總長助理戚建國升任副總參謀長;原空軍政治部主任朱福熙升任成都軍區政委等。
還有,廣州軍區政委張陽上將20號晚間,陪同中共軍委副主席徐才厚,觀看了總政話劇團的演出。而《解放軍報》耐人尋味的報導說:「總政治部領導、軍委辦公廳領導一起觀看了演出」。
包括香港《蘋果日報》等媒體都認定,獲胡錦濤一手提拔的張陽上將,最近將出任總政治部主任。
美國《明鏡新聞網》也透露,「胡錦濤心腹」——現任北京軍區司令房峰輝,也將出任總參謀長。
台灣《聯合報》指出,胡錦濤提拔的軍方人馬在「十八大前」先接班,顯示胡「留任中央軍委」的可能性大大增加。
《新唐人》特約時事評論員傑森•馬:「軍方當然是中共權利的核心,誰掌握軍方,誰真正掌握權力。胡錦濤勢力明顯加強的話,那麼傳遞一個非常明確的信息就是說,江澤民派系最終進入崩析的邊緣了,本身江澤民的勢力在中國政壇已經沒有影響力了。」
據分析對比日前李瑞環和江澤民的亮相,可以看出江派沒落的端倪。被稱為江澤民「剋星」的前政協主席李瑞環,10月7號現身網球場,北京市政府的主要領導都出來陪同,坐在他兩邊;而江澤民在北京會見「上海海洋大學」校長,沒有任何中央或北京市政府領導陪同,會見地點也是臨時搭建的極普通禮堂。
甚至,日前訪問韓國的「中國人民大學–國際關係學院」副院長金燦榮,在接受韓國《中央日報》採訪時也公開表示,「江澤民的影響力是有限的。」
時事評論員傑森認為,胡錦濤能夠做到目前這一步,是因為他很好的利用了薄熙來案子。
傑森指出,中共除了公布薄熙來的6條罪狀外,「還發現了薄熙來其他涉嫌犯罪問題線索」,他相信這一句話就夠讓江派膽寒。傑森表示,薄熙來的所謂「其他罪狀」,一個是跟周永康合謀的「謀反」;另一個就是對法輪功學員器官活摘、建立龐大的器官販賣網等。薄熙來的這些罪都與江派有關,所以江派都不敢輕舉妄動。
據了解,江系的人馬之前對胡錦濤都不太買帳,尤其是軍委做事,從來不事先通報一下。
比如,2007年,軍方用導彈擊落了一顆過時的氣象衛星,外交部事先不知道;而2011年,軍方有意在美國國防部長蓋茨訪問中國期間,讓隱形戰機殲-20進行「首飛」,被國際認為中共在向美國示威,而事先連胡錦濤在內的外交系統人員都不知道,當蓋茨問起這事,不僅胡錦濤愣在那兒,連背臺的監控也不能立刻提供資料。
獨立評論員李善鑒:「胡錦濤他上臺以後,很多事情他自己說了不算。因為在他上臺之前,江安插了很多很多他的人,除了在政治局、政治局常委安插了很多人,那更重要的,他(江)在軍隊裡提拔了很多將軍。」
許多評論認為,多年以來,按江澤民留下的班底在九常委制裡的分工,出現了「九龍治水」的局面。顯然,胡錦濤心有餘而力不足。
加拿大《星島日報》認為,中國目前對內有日益激化的社會衝突與矛盾、和薄熙來餘威等左傾暗流;對外則有釣魚島及南海主權爭議,以及美國「重返亞太」帶來的壓力。那麼,這或許就需要胡錦濤繼續留任核心權力一段時間!?

Hu Jintao Gains Advantage: Chinese Communist Party Army Reshuffle
On the eve of the Chinese Communist Party 18th
Congress, the regime has replaced its top military chiefs.
Hu Jintao’s faction has taken over the posts.
Commentators think this shows Hu Jintao has gained
an edge, while Jiang Zemin’s faction continues to weaken.
Therefore, this greatly increased Hu Jintao’s
chances of staying on as the head of the military.
The CCP People´s Liberation Army (PLA)
has reshuffled its top level leadership.
Ma Xiaotian has taken over as Air Force commander.
Wang Guanzhong and Qi Jianguo were promoted
to the PLA Deputy Chief of the General Staff.
Zhu Fuxi was appointed as political
commissar of the Chengdu Military Region.
On October 20, Zhang Yang accompanied Xu Caihou
to watch a performance given by the army troupe.
Zhang Yang is now political commissar
of Guangzhou Military Region.
Xu Caihou is Central Military
Commission (CMC) Vice Chairman.
The PLA Daily reported this news, but used titles
of “the leader of PLA General Political Department and the CMC General Office leader”.
Hong Kong’s Apple Daily, and other media, affirmed that
Zhang Yang, handpicked by Hu Jintao, will take the post
of Director of the PLA General Political Department.
‘mingjingnews.com’ revealed Hu Jintao’s right-hand man,
Fang Fenghui, will be named Chief of PLA General Staff.
Fang is the current Commander of Beijing Military Region.
Taiwan’s United Daily News stated that Hu Jintao’s cronies
in the army were promoted ahead of the 18th Party Congress.
This greatly increases Hu’s chances to stay
on as CMC head, said the news report.
Jason Ma, Critic: “Certainly, the CCP’s core power is the army.
Now, Hu Jintao’s faction has gained an obvious advantage.
Clearly, it’s telling that Jiang’s clique has been on the edge
of collapse, and has no more influence in China’s politics.”
The same conclusion can be drawn when comparing
Li Ruihuan’s reappearance with Jiang Zemin.
Li, known as Jiang’s “nemesis", was the former
chairman of the National Committee of the CCP Political Consultative Conference.
On October 7, Li Ruihuan appeared at a tennis court,
accompanied by Beijing’s major municipal officials.
By contrast, when Jiang Zemin met with the principal
of Shanghai Ocean University in Beijing,
no other central or municipal official attended,
and the meeting took place at a makeshift auditorium.
South Korea’s ‘Korea Joongang Daily’
recently interviewed Jin Canrong.
Jin is Vice President of the Institute of International
Relations of Renmin University of China.
Jin commented that, “Jiang Zemin’s influence is limited."
Jason Ma says that Hu made good use of the Bo Xilai
case, which helped him to gain the current advantage.

“Bo Xilai’s other suspected criminal clues were also found.”
It is appalling enough to send chills
through the Jiang Zemin faction.

One is his plan for a military coup,
plotted with Zhou Yongkang.
The other is Bo’s involvement in harvesting
organs from living Falun Gong practitioners
This included setting up a huge organ trafficking network.
Bo Xilai’s crimes were all linked to Jiang’s faction, thus
Jiang’s men dare not to take a reckless counter attack.
Reportedly, Jiang’s faction has,
in the past, slighted Hu Jintao.
This is especially Jiang’s cronies in the CMC,
who never reported to Hu before an action was done.
For example, in 2007, the army shot
down an obsolete weather satellite.
Yet, the CCP Foreign Affairs Ministry did
not know about this action beforehand.
In 2011, the army launched “the first flight"
of the F-20 Stealth Fighter during Robert Gates, the U.S. Secretary of Defense visit to China.
The move was viewed as the CCP defiance towards the U.S.
However, CCP diplomatic officials, including
Hu Jintao, had not been informed in advance.
When Robert Gates asked about
the issue, Hu Jintao could not answer.
Hu could not immediately offer backup information.
Li Shanjian, independent critic: “In his tenure,
Hu Jintao couldn’t control a lot of things.
Before Hu took office, Jiang Zemin had appointed many
of his cronies into the Politburo and its Standing Committee.
What’s more, Jiang promoted many army generals."
Political observers view that over the years,
the CCP Politburo Standing Committee’s nine members went their own ways.
It was clear that Hu Jintao was
powerless to reverse the situation.
The Sing Tao Daily in Canada analyzed the
background of Hu Jintao remaining in office.
Domestically, the regime has seen intensified
social clashes, and activities from remaining leftist forces under the lead of Bo Xilai.
Internationally, it has faced disputes over
the Diaoyu Islands, and the South China Sea.
It is also subject to pressure of the U.S.
“returning” to the Asia-Pacific region.
Thus, all these may be the reasons why Hu Jintao needs
to stay in charge of the military, speculates Sing Tao Daily.
