【新唐人2012年10月24日訊】中共的「十八大」即將召開，當局的安保工作已經延續到網絡方面。中共工信部聲稱，為確保「十八大」期間電信網絡安全，將從11月7號開始，到「十八大」會議結束這段期間，進行全國性的「封網」。有分析指出，中共目前釋放這個消息，也是在試探民間對於斷網的反應。「封網」名義上是在保證網絡的暢通，實質上是加強了對網絡的監控。
據《中國IDC圈》網站的消息，工信部這次「封網」，做出了多項具體要求，首先是要求各單位要落實安全責任人，各級相關負責人、聯絡員和信息員，確保24小時聯絡暢通，如有事故要及時向上級匯報。
此外，還要求各省、自治區、直轄市通信管理局，要加強轄區內電信網絡運行安全，和安全生產，以及互聯互通的監督管理，對影響網絡運行安全和互聯互通的各類違規事件予以從嚴、從重查處。
對此，《權利運動》網站負責人胡軍表示，「封網」美其名是保持網絡暢通，實際上是加強網路監督。
《權利運動》網站負責人胡軍：「就開這麼幾天會就封網，你害怕甚麼嗎？老百姓網上正常的溝通，你害怕甚麼？到底誰是你的敵人？你保衛十八大，為甚麼要去保衛呢？你中國共產黨建黨初期到現在，開個會都緊緊張張、偷偷摸摸，如果你要是合法的黨你就不怕公開，你也不會恐懼。」
胡軍認為，「十八大」是一個權力交接大會，只有見不得光的事情才會怕民眾知道。
《權利運動》網站負責人胡軍：「本身權力的交接，本身也牽扯到一個利益再瓜分的問題，這是個非常清晰的問題，重新瓜分中國老百姓的血汗，非常血腥的進行搶奪，這個過程就跟黑幫的形式沒有任何差別，像薄熙來這樣貪腐的財產被剝奪以後，這些財產將怎樣處置，沒有公開過。」
美國「哥倫比亞大學」訪問學者古川表示，中共對網路的封鎖，屬於常態性，「十八大」期間，只會更加強封鎖力度。
美「哥倫比亞大學」訪問學者古川：「封網的報導裏面不是說24小時連絡暢通，包括其他網站，網站他都要求他們24小時做好應急準備，但是他(中共)肯定會在十八大期間，肯定會加強網路封鎖，他加強封鎖是因為他(中共)不想在十八大召開期間，不想讓大陸民眾知道那個海外對十八大的看法。」
古川還表示，中國沒有「真相」，「真相」都被中共官員壟斷，在網路上流傳的真相訊息很快就被刪掉了。
美「哥倫比亞大學」訪問學者古川：「包括鎮壓法輪功的真相，還有其他鎮壓民主人士的真相，而且還有包括他(中共)政治鬥爭，太子黨、或者團派或者江派他們之間的鬥爭，還有包括周永康和薄熙來這些勾結，這些他們不想讓民眾知道，所以他對這方面資訊會加強封鎖。」
有分析指出，「封網」消息並非從《新華社》或《人民網》正式披露出來，而是由半官方的《21世紀財經網》報導，估計中共當局是在試探民眾的反應。但是無論如何，只要「十八大」期間有重大事件發生，將影響「十八大」的召開，中共勢必會採取一些手段，也就是將電話、電訊、網絡等民眾傳播的工具「斷掉」。

blockade from MIIT has made certain requirements.

and municipalities directly under the Central Government
to strengthen the supervision and management of the safe
operation of telecommunications networks in the area.

Hu Jun said that the 18th Congress is an assembly
for transferring power.
Only when you do something not righteous,
will you be afraid of letting people know.
Hu Jun: “The handover of power itself involves the issue
of dividing up interest.
This is a very clear problem, re-dividing the blood
and sweat of the Chinese people.
This process is not any different than the mafia’s style.
No one knows yet so far what would happen to the wealth
from Xilai’s corruption.”
Columbia University visiting scholar Gu Chuan said that
the CCP Internet blockade is normal.
It strengthens the blockade during the 18th Congress.
Gu Chuan: “In the report, it states maintaining smooth
contact 24 hours a day, including with other websites.
They asked the websites to be ready for 24-hour emergency.
However, the CCP will certainly strengthen
network blockade during the 18th Congress.
Its purpose is to prevent people from knowing what people
overseas think of the 18th Congress.”
Gu Chuan also added that there is no truth in China
and “truth" is monopolized by the CCP officials.
The messages of truth circulating on the network
will be quickly deleted.
Gu Chuan: “In addition to the truth about the persecution
of Falun Gong and the repression of democracy activists,
there is also the political struggles within the Party, princelings,
and factions, including the collusion between Zhou Yongkang and Bo Xilai.
The CCP does not want people to know any of these,
so during the two sessions it will strengthen the blockade."
Some analysts pointed out, the news of the “network blockade"
was not disclosed by “Xinhua News Agency" or “People’s Daily."
It was by the semi-official “21st Century Financial Network.”

But in any case, as long as anything important occurs during
the 18th Congress, the CCP is bound to take some measures.
