【新唐人2011年6月11日訊】中共高級官員近期表示,中國改革開放以來經濟建設成效顯著,政府執政能力有所提高,沒有理由不繼續執政。但是有專家指出,執政合法性起決於民意,中共統治下的中國早已危機四伏。
《華盛頓郵報》記者6月9號質問共產黨能否長盛不衰?中共中央黨史研究室副主任李忠傑反問說,「中共建設國家取得今天這樣的成效,世界上許多國家都羨慕我們。所以我們為甚麼不能繼續執政?」
中國經濟建設成就,真的能與中共一黨專政的可行性画上等號嗎?事實上,中共標榜的經濟發展也難以持續。
中國著名經濟學家何清漣認為,一個社會賴以生存的基本要素包括生態環境、道德倫理約束、就業與政治整合力量。她指出,其中生態環境是一個社會的生存基座,然而中國大陸持續30多年的經濟發展,恰好是以過度透支生態環境為前提,中國經濟發展已失去環境依託,難以逆轉。
政論家伍凡認為,中共官員這種看似理直氣壯的回答,是在故意掩蓋矛盾。
伍凡:「它們這是故意引導大家走一個偏路,走到另外一個方向,你們幫我提高效率,大家都有好日子過。不是的,解決共產黨和老百姓之間的矛盾,解決貪官污吏和國家財富屬於人民的、屬於社會的,這樣重大的一個矛盾。如果這些矛盾不能解決,所有的其他技術問題,管理問題,都是本末倒置,毫無用處的,只有加快共產黨的滅亡。」
前中國國家男子籃球隊隊員、專欄作家陳凱表示,在現代社會,唯有民眾同意的政府,才是合法政權﹔中共雖然執政60多年,卻是以暴政治國,沒有合法性。
陳凱:「因為它不是選舉而產生的,它是整個建築在用槍桿子、用對人身的威脅來建立的一個政權。它不但威脅每個個體,同時利用每個個體的家庭,把你的家庭作為人質去威脅每個個體。它的整個政權建立在人們內心的恐懼上面。」
何清漣認為,現在中共政府高度腐敗、社會分配嚴重不公、生態環境持續惡化、社會反抗事件頻發、犯罪率居高不下等,早就成為外化的社會危機。目前糾結在一起的各種社會矛盾,使得共產黨將維護自己的統治當成了第一需要,這就是中國公共安全支出超過軍費開支的原因。
美國著名經濟學家彼得‧納瓦羅(Peter Navarro)和企業家格裡格‧奧特瑞(Greg Autry)認為,中共把世界引向死亡。他們在新書《Death by China》寫道:中共把中國「世界工廠」變為「世界垃圾場」的自殺行為,還強拉地球做墊背,完全粉碎自由市場和自由貿易的原則﹔中共搞軍事大躍進向亞洲鄰國挑釁,以及試圖把「長城防火牆」從中國擴展到全世界等,都是對全世界的威脅。
書中還提出,數億無辜的中國公民,面臨著「中國滅亡中國」的極端危機。「六四」事件等於是「中國的911」,唯一的區別是恐怖份子並非來自外國而是中共本身﹔而對無辜法輪功學員的肆意迫害,更是毛澤東時代以來,中共最大的鎮壓運動。
奧特瑞說,「一個把自己國民都當成擦腳墊子的政權,怎麼會對外國商人信守諾言呢?」

Is CCP’s Power Legitimate?
A Chinese Communist Party (CCP) official lately said,
given economic growth and improved admin ability,
there is no reason for CCP to step down.
Experts say that CCP’s legality is decided by people.
China under CCP is threatened by growing crises.
On June 9, a Washington Post reporter questioned
whether the CCP would be able to continue its rule.
CCP’s Party History Research Center deputy director
Li Zhongjie asked in reply: “Given our achievements
and others’ admiration, why can’t we continue to rule?
Is economic growth equivalent to CCP’s legality?
In fact, its boasted economic growth is not sustainable.
Renowned Chinese economist He Qinglian said that
a society’s survival relies on several key factors,
such as the environment, morality and employment.
She said the environment is a society’s survival base.
China’s economic development in the past 30 years
has destroyed its ecological environment.
It is difficult for the economy to regain support.
Political commentator Wu Fan said, the CCP official’s
seemingly confident answer tried to conceal conflicts.
Wu Fan: CCP is trying to lead people astray.
CCP says, you improve efficiency, and we all benefit.
However, the conflicts lie between people and CCP,
CCP’s corruption needs to be eliminated.
The state’s wealth belongs to the people and society.
If these conflicts are left unsolved,
other technical and managerial issues are unsolvable.
It’s a matter of prioritization.

Chen Kai said, only with the people’s approval,
can a government be legitimate.
In over 6 decades, CCP ruled with force and violence.
It has no legitimacy.
Chen Kai: The CCP government wasn’t elected.
It is founded on violence, force and threats.
It threatens all individuals in the society,
while holding the individuals’ families as hostages.
Its regime is built on people’s fear.
He Qinglian noted that the current CCP corruption,
unfair social distribution, declining eco-environment,
continuing social unrests and high crime rates
have long become social crises facing the regime.
CCP sees its rule’s maintenance as the most needed.
That’s why in China, the public security spending
exceeds national defense spending.
Well-known U.S. economist Peter Navarro and
entrepreneur Greg Autry agreed on that
CCP is leading the world to its death.
They wrote in their book Death by China that
CCP turned the world factory into a world dump;
CCP wrecked the principle of free market and trade;
CCP provoked its Asian neighbors by a “military leap”;
CCP intended to expand its firewall worldwide.
Those are the threats CCP poses to the world.
The book also mentioned that billions of Chinese
face the ultimate crisis of a self-inflicted destruction.
Tiananmen Massacre was China’s 911 incident,
only with internal terrorists (i.e. CCP).
The persecution of innocent Falun Gong practitioners
is the largest ever since Mao Zedong’s time.
Autry asked, how can a regime that mistreats its people
keep its promises made to foreign businesspeople?
